What is the Bund ID in Germany and how to set it up as an expat
If you’ve lived in Germany for more than 10 minutes, you already know this country loves its paperwork. Official websites will ask you to print out forms, only to mail them to an address listed at the very bottom of a PDF. But there’s hope.
Enter the BundID: Germany’s attempt at moving its bureaucracy into the 21st century. It’s a digital identity system that lets you log in to various public administration services using just one account.
In this guide, we’ll go over what the Bund ID is, how to create one, how expats like yourself can use it and yes, where it still kind of falls short.
What is the BundID?
Think of the BundID as your all-access pass to Germany’s online government platforms. It’s a single sign-on system that allows you to log in to digital services across various German public authorities; whether federal, state, or local. So instead of creating multiple accounts for different platforms, you just use one.
The official name is BundID-Konto, and it’s part of a broader push for digital administration in Germany (Onlinezugangsgesetz, or OZG if you like acronyms).
It’s Germany’s way of saying, “Okay, we know the paperwork is bad, here’s a digital workaround”
What’s the difference between BundID and eID?
They sound similar, but they serve different purposes, and they work best together.
BundID = your digital account
- BundID is your personal user account for accessing a wide range of public services online.
- It’s like your “login passport” for German e-government portals (Verwaltungsportale).
- You can use it to log in to services like Elterngeld Digital, BAföG, or Jobcenter Digital.
- Available login methods:
- Username & password: the easiest option, but with limitations (e.g., cannot open secure messages in your BundID inbox).
- eID card: German ID with a chip (or electronic residence permit) and PIN for high-trust login.
- European eID – via the EU’s eIDAS framework for some international users.
BundID is your secure front door to Germany’s online admin services.
eID = your digital ID document
- The eID is a feature of your ID card (Personalausweis); the chip that stores your identity data.
- It allows you to digitally verify your identity with a high level of security.
- Used for sensitive transactions like filing taxes, receiving government decisions, or signing documents.
- To use it, you need:
- A German or compatible EU eID card with the online ID function activated.
- The personal PIN (sent to you after registration).
- A compatible smartphone or card reader with the AusweisApp.
eID is your virtual ID card – like flashing your Ausweis online, but encrypted and secure.
Why should expats care about BundID?
If you want to apply for child benefits or access other administrative portals online, chances are you’ll be able to use a BundID to save you a lot of time and efforts! You can still go old-school with paper forms and queues, but why would you, when there’s a somewhat smoother alternative?
The good news: anyone can sign up for a BundID. You don’t need to be a German citizen. You just need an email address, a stable internet connection, and a bit of patience navigating the interface.
How to create a BundID account
Creating a BundID is surprisingly straightforward, and depending on the method you choose, you could be up and running in minutes.
Step-by-step: How to register
- Go to the official site: Visit id.bund.de.
- Click on “Register”: You’ll be asked to choose a registration method:
- Username and password
- ELSTER certificate
- eID (German ID card with online function)
- Fill in your details: Provide your name, email address, and country of residence.
- Confirm your email: Check your inbox and click the link to activate your account.
That’s it: you’re officially in the system.
Which login method should you choose?
Here’s where it gets slightly more interesting. There are three ways to log into your Bund ID account, each with its own perks and limitations.
| Method | Who it’s for | Security level | Limitations |
|---|---|---|---|
| Username & Password | Anyone | Low | Some messages in your BundID Postfach (inbox) can’t be opened |
| ELSTER certificate | Tax payers with an ELSTER account | Medium | Setup is more complex. You need to have an Elster account already. |
| eID (Online-Ausweisfunktion) | Holders of a German ID card or residence permit with chip | High | You need a card reader or the AusweisApp on your phone |
| EU digital ID via eIDAS | Holders of compatible EU digital ID cards | High | You need a card reader or the AusweisApp on your phone |
Most expats will go with the username and password combo, and that’s totally fine for general use. However, there’s a catch: not all communications in your BundID Postfach (the internal inbox) can be opened without the highest level of security. Some sensitive messages (think tax notifications or official communication) require logging in with your eID.
So if you plan to use the Bund ID for more than just reading public info, and especially if you want to interact with services like Elster or the Jobcenter, it’s worth setting up the eID login too. This is something most EU citizens can do and residence permit holders can do.
What can you actually use BundID for?
The BundID is slowly being integrated into more and more online services. Here’s a shortlist of what you can do with it (so far):
- Sign and submit official forms without printing anything in municipalities that support it, for local bureaucracy.
- Apply for Elterngeld online via Elterngeld Digital (parental leave benefits)
- Apply for Kindergeld online via Arbeitsagentur (child allowance benefits)
- Submit a BAföG application BAföG Digital (student financial aid)
- Manage job applications and unemployment benefits via Jobcenter Digital (unemployment benefits)
- ELSTER (for filing taxes online)
Limitations for foreigners and expats
As helpful as the Bund ID can be, it’s not without its quirks (especially if you’re not a German citizen).
- Language: Many services are only partially translated into English (if at all). The Bund ID site itself is available in English, but linked portals often are not.
- eID access: You can only use the highest security level (which unlocks all features) if you have a German ID card, compatible EU eID card, or residence permit with an embedded chip and activate the online ID function.
- Not accepted everywhere: Some municipalities or federal states still don’t support BundID integration fully. You might be redirected to paper-based processes.
- Postbox limitations: As mentioned earlier, some inbox messages in your BundID Postfach require eID login to read. This can be frustrating if you’re waiting for an important decision or notice.
So while the BundID is a great step toward digital bureaucracy, it’s not quite the golden ticket to a paperwork-free life, at least not yet.

Is it enough to use just a username and password?
While using a username and password is the easiest way to access BundID, it comes with limitations. For example, some secure messages in your BundID inbox may not be accessible unless you log in with a high-security method like the eID card.
What is the eID and how does it relate to BundID?
The eID is the digital identity feature of your German ID card (Personalausweis). It allows you to prove your identity online at a high security level. You can use the eID as a login method for your BundID account to access secure or restricted services.
Can I use my residence permit to access eID features?
If your electronic residence permit (elektronischer Aufenthaltstitel) includes the online identification function and chip, you can use it similarly to a German ID card for eID services, including BundID logins.
What services can I access with BundID?

Can I use a European eID (eIDAS) to log in?
Yes, BundID supports login via the eIDAS framework, which means you can use a recognized digital ID from another EU member state to access many German online services. The level of access depends on the trust level of the foreign eID system.
Is BundID the same as ELSTER or other login systems?
No, BundID is separate from other login systems like ELSTER (used for tax filing). However, it is part of a broader effort to standardize secure access to German public services. Some platforms may offer BundID as one of several login options.

I was tearing my hair out trying to understand the various government depts in Germany and who is responsible for what until I came across Bastien’s site. The sense of humour expressed in his text and the easy-to-read explanations turned my mood from very grumpy to smiling away as I now knew where to go in order to solve my problem.
Your site is absolutely brilliant. I was tearing my hair out until I found your page. Your sense of humour (German bureaucracy) was just what I needed to change my attitude from very from grumpy to big smile. Text is easy to read and put me on the right track.
